History of ASA Programs in Support of Acousticians in the Commonwealth of Independent States/Eastern Europe and Developing Countries

 

After the dissolution of the Soviet Union in December 1991 and the subsequent economic difficulties, ASA President Herman Medwin appointed an Ad Hoc Committee to Study ASA-Eastern Europe Cooperation in the fall of 1992. The committee included Ira Dyer, chair, and David Blackstock, Malcolm Crocker, and Mark Hamilton. Its purpose was to assist acousticians in Eastern Europe and the former Soviet Union to survive the severe economic and political changes that were then under way.

 
This was followed in 1993 with the appointment of a new committee titled the Selection Committee for Grants to Former Eastern Bloc Countries.  The committee included Peter Mikhalevsky, chair, and Joseph Blue, Malcolm Crocker, James Lynch, and Joseph Pope. The committee’s mission was to evaluate requests for various types of support for acoustics in Eastern Europe, Russia, and other nations comprising the Soviet Union.  Programs included student grants and distribution of subscriptions to the Journal of the Acoustical Society of America (JASA) to 60 universities and institutes through the Commonwealth of Independent States and Eastern Europe in collaboration with the International Science Foundation.
 
In 1994 the ASA Executive Council approved plans to help acousticians from the Commonwealth of Independent States (CIS) and Eastern Europe (EU).  The original committee that was appointed in 1993 to evaluate grants morphed into the Committee for Support for CIS/EU Acoustics with Peter Mikhalevsky, chair, and Joseph Blue, Malcolm Crocker, James Lynch, and Joseph Pope. The committee implemented four major new initiatives:
  1. The CIS/EU Research Grant Program to provide up to $15,000 for two two-year grants and between five and ten one-year grants of $500 to $1000 each.
  2. The CIS/EU Student Fellowship Program to provide a small stipend to deserving students of acoustics in universities and institutes.
  3. The CIS/EU Membership Program to sponsor ASA memberships and pay dues for a limited number of needy acousticians.
  4. The CIS/EU Personal Computer Initiative to obtain and distribute used PCs donated by ASA members or their organizations.
 
ASA also added a one-time request for donations to support acousticians in the former Soviet Union and Eastern European countries on its 1994 membership renewal invoices. The request resulted in the donation of $13,000 from ASA members which, when added to the $20,000 donated by the Society itself, enabled ASA to assist acousticians in the Commonwealth of Independent States and Eastern Europe with 20 student grants and ASA member dues for 16 acousticians.
 
ASA continued to provide grants to acousticians from the CIS/EU and was joined in this program by the International Institute for Sound and Vibration (IIAV) and later by the Acoustical Society of the Netherlands (NAG). IIAV annually sponsored two grants and further arranged for the sponsorship of one grant by the Acoustical Society of the Netherlands (NAG).
 
In 2006 the ASA Committee on International Research and Education (CIRE) was appointed and the International Student Grants program was expanded to include acousticians in developing countries. Over 350 grants have been awarded to student acousticians in Argentina, Belarus, Brazil, Bulgaria, Chile, China, Czech Republic, Egypt, Hungary, India, Indonesia, Lithuania, Nigeria, Poland, Romania, Russia, Singapore, Slovenia, South Africa, Turkey, Ukraine, and Uruguay.

CIRE expanded the support of acousticians in developing countries in 2006 by adding programs to support symposia on acoustics topics and partnered with the International Commission for Acoustics in 2014 to continue this support through the ICA’s Specialty Symposia program.
 
ASA also joined with the ICA to support the ICA-ASA Young Scientist Conference Attendance Grants (YS Grants) Programme to help young acousticians attend International Congresses on Acoustics.
